Carolyn E. Daigre
Carolyn Daigre , a Principal in Convector Consulting NA, has over twenty years of management, engineering and consulting experience with specialization in IT planning and management, system planning and energy efficiency analysis, regulatory and litigation support, and management of non-commodity products and services. Ms. Daigre has extensive practical experience in the restructuring of electric utilities; competitive market assessments and business planning; new product and service management; resource planning; and cogeneration evaluations for industrial entities, municipalities, and universities.Ms. Daigre has conducted numerous integrated resource planning projects for foreign and domestic governmental agencies, electric and natural gas utilities, universities, municipalities, regulatory agencies, and industrial entities. She has extensive practical experience in integrated resource planning, including both supply-side and demand-side planning; demand-side management program design and administration; regulatory and litigation support; utility deregulation; restructuring of utilities; and affiliate transaction and code of conduct legislation and compliance. She has also assisted clients in the installation and application of sophisticated planning and back office support systems and is experienced in mining them for cost data and to identify opportunities for improvement. She has been retained by a number of non-regulated business units and multi-state holding companies to assist in the development of business plans and market assessments and to monitor compliance with governing legislation and regulations pertaining to code of conduct and affiliate transaction issues. Ms. Daigre has assisted non-electric utility and non-utility companies in identifying and assessing opportunities to participate in the restructuring utility industry. Ms. Daigre has worked with numerous international clients, including the Philippines Department of Energy, Eskom, the Electricity Generating Authority of Thailand, China Light and Power, and the Weihai (Peoples Republic of China) Municipal Electric system in a wide range of projects including profitability studies, resource planning, and marketing analysis and energy services implementation.
Ms. Daigre recently served as Project Manager on
behalf of Puget Sound Energy in the implementation of a risk management system
for this major Northwestern utility; developed the overall project work plan,
oversaw development of requirements and requirements mapping to design and
project deployment. She is currently
assisting Entergy Corporation in various IT management projects and programs,
including the deployment of fleet Supply Chain applications to newly acquired
Nuclear plants; development and deployment of Disaster Recovery systems and
processes post-Hurricane Katrina (including relocation, start up, and testing of
Disaster Recovery infrastructure in a new Data Center in Little Rock, Arkansas);
management of a program to begin transition to a new production Data Center
facility. She is also managing several IT
Network Security projects under SAIC’s contract to manage Ms. Daigre began her career with Martin-Marietta Manned Space Systems NASA Michoud Assembly Facility in New Orleans, Louisiana, during which she served as the Energy Manager responsible for the Company’s shared energy savings contract with NASA. During this time, she managed all energy-related systems serving the Company's external tank manufacturing facility. This work included identification, planning, and approval for energy reduction projects, oversight of day-to-day energy management system and physical plant operations and performance, and accounting and reconciliation of the shared savings provisions of the contract. She was also responsible for process improvements for an 800-person department. She has an extensive history of assisting various regulatory commissions and industrial, institutional, and non-utility generator clients while a consultant with EPS Solutions Inc., Kennedy and Associates, and SVBK Consulting prior to her formation with several others of Convector Consulting. Ms. Daigre has a Bachelor of Science degree in Mechanical Engineering from Tulane University, and is a member of the Project Management Institute.
