Mark F. Germer
CPA CITP PMP
Mark Germer , a Principal with CCNA,
has twenty-nine years of energy industry experience.
He has strong subject matter expertise in
strategic planning, finance & accounting, risk management, system planning, and
IT management and has worked for a broad range of energy clients including IOUs,
cooperatives, municipal power agencies, industrial energy consumers, and foreign
energy ministries. Mr. Germer is a
Certified Public Accountant (CPA) licensed in the State of
Indiana, and is also a certified Project Management
Professional (PMP). He is a member
of the American Economic Association, the Project Management Institute, the
Professional Risk Managers’ International Association, and the American
Institute of Certified Public Accountants, which has also awarded Mr. Germer its
CITP (Certified Information Technology Professional) designation.
Mr. Germer was a Principal Consultant with PA Consulting,
and played a key role in several risk management and litigation support
engagements. Prior to joining PA Consulting, Mr. Germer served as Director of
Risk Management in the Utility and Risk Services and International divisions of
a major energy consulting firm in Fairfax,
Virginia. In
addition to providing risk advisory services to the City of
Dover (Delaware)
and BOC Gases, he was Project Manager for ongoing strategic planning and
business process assistance to Gazprom Marketing & Trading,
London,
UK.
Mr. Germer also led various other projects such as a risk profile
assessment for a Midwestern electric utility and FAS 133 compliance studies for
U.S. Steel and Mittal Steel. Prior to this, Mr.
Germer worked in leadership positions in several other consulting and commercial
software firms serving the energy industry. He has testified as an
expert witness in a number of hearings in U.S.
regulatory jurisdictions on energy planning issues.
Mr. Germer has extensive overseas experience, including
serving as a Senior Consultant to the U.S. Trade and Development Agency on
renewable energy projects in El Salvador
and Guatemala.
He was also a Senior Advisor to the Ministry of Energy in the
Republic of Armenia
through the restructuring and privatization of that country’s electric and gas
industries. He assisted the Philippines Department of Energy in a U.S.
Government-sponsored Climate Change Mitigation Program, and provided resource
planning, profitability analysis, and corporate planning assistance to clients
in over a dozen other countries as diverse as
Thailand,
South Africa,
China,
Brazil,
India, and Egypt.
Mr. Germer has a Bachelor of Arts degree from
Austin
College, an MBA in Finance from the
University of Texas
at Austin, and a Master of Arts
degree in Political Economy from the University
of Texas at
Dallas. He holds a Master Certificate in IT/IS Project
Management from Villanova
University.
He is a member of the American Institute of
Certified Public Accountants, the Institute of Internal Auditors, the American
Economic Association, and the Project Management Institute.
